【两会视点】医疗服务、公共设施适老化改造要打磨好细节
今年的政府工作报告提出，实施积极应对人口老龄化国家战略；加强老年用品和服务供给；保障妇女、儿童、老年人、残疾人合法权益；加强无障碍、适老化设施建设。对此，接受《工人日报》记者采访的代表委员建议，应打磨好适老化改造细节，解决好困扰老人的关键“小问题”，做好积极应对老龄化的“大文章”。
消除就医的数字鸿沟
“目前，对于老年人来说，网上预约挂号难、扫码缴费难等问题较为突出。”中南出版传媒集团股份有限公司出版部部长戴茵代表在接受记者采访时说。
“因为不会用手机挂号，我现在都不敢去医院看病”“希望能开一个针对老年人的挂号窗口，凭身份证直接挂号”“一些医院虽然看起来保留了线下人工服务，但还是会引导下载APP”……在调研中，戴茵代表常常听到这样的声音。
“老年人是医院服务的重要群体，近年来，老人不会用智能手机、不会网上挂号等问题尤为突出。”戴茵代表认为，解决这类问题，一方面需要对医院互联网应用进行适老化改造，另一方面医院应增设老年绿色窗口。她建议进一步细化相关政策，对挂号渠道、服务窗口、就医指导、流程简化、服务居家老人、“互联网+医疗健康”适老化等方面提出具体办法，助力老年人跨越就医面临的数字鸿沟。
“人口老龄化日趋明显，数字化服务应当充分考虑到老年群体用户，保障老年人方便使用网络服务。”北京金诚同达(西安)律师事务所主任方燕代表也认为，应优先推动医疗健康类软件的适老化改造。
“适老化改造应加强征集老年人意见和建议，让设计者与使用者充分沟通，更精准地了解和把握老年人需求，更好支持老年人拥抱数字化智能化时代。”方燕代表说。
公共设施要更适老
全国工商联副主席、奥盛集团董事长汤亮代表对记者表示，现在不少城市的“适老化公共设施”存在细节缺陷，例如，一些公共区域中的健身器械缺乏维修，存在安全隐患；一些地方对加装过街天桥自动扶梯的呼声一直很高，但推进的速度不快。
“有的地方，新建的公厕和改建的公厕减少了坐便器的数量，导致了老人排队如厕的现象。原因就是上了年纪的老人不方便用蹲便器，都在等坐便器的空位。”汤亮代表说。
汤亮代表呼吁，公共区域的健身器材，要定期安排检修维护；城市街区改造时，要充分考虑到老年人的需求，对老年群体出行量大的过街天桥加装自动扶梯，公共厕所里要保证坐便器的数量。
中国邮政集团有限公司辽宁省大连市中山区寄递事业部胜利桥普邮营业部揽投员赵明枝代表认为，当下，各地都在想办法拉动内需市场，“银发消费”是不可或缺的一支力量。要调动这部分人的消费积极性，就需要多为他们着想，让城市公共设施更适老，这样才能让更多的老人没有后顾之忧地出行和消费。
药品说明书要让老人看得清
老年人是日常用药的主要群体，但药品说明书字体过小，给老年人用药带来不便。
“药品说明书字太小，加之内容描述上专业术语过多，特别是在用法和用量方面无法做到通俗易懂，给用药人造成了诸多困扰。”民建北京市委副主委、希肯国际文化集团董事长安庭委员表示，药品说明书是药品和使用信息的重要载体，直接关系到患者安全、科学用药。看不清、看不懂的说明书，给患者用药留下了安全隐患。
“药品说明书规范标准制定出台已逾16年，部分内容已与我国老龄化进程不匹配。”安庭委员建议，尽快出台药品说明书“大字版”“简化版”的国家标准，并以统一的国家标准为依据，要求药品厂家尽快更新药品说明书。
2023年10月，国家药监局启动了药品说明书适老化及无障碍改革试点。戴茵代表表示，试点过程中，部分药企反映，说明书适老化改造需要企业自己搭建一套新的电子说明书维护系统，这不仅需要专业技术人员，还需要投入时间、财力等成本，存在一定困难。
对此，戴茵代表建议，建立全国电子药品说明书(适老化及无障碍化)管理系统平台，设立电子说明书录入、二维码下载、语音播报、字号调整等功能，实现药品说明书统一规范管理。
